Safeguarding in Norfolk: How to raise a concern about a child
For public, professionals and young people.
1) If anyone is in immediate danger
Call 999 (police) now. Then follow the steps below once the situation is safe.
2) If you’re worried about a child (any member of the public)
Call Norfolk County Council Customer Services: 0344 800 8020. Ask to report a concern about a child. This line operates days, evenings and out-of-hours (you’ll be put through to the Emergency Duty Team when services are closed).
What you’ll be asked for (if known): the child’s name/age, where they live/are right now, what you saw/heard, who’s involved, and how urgent the risk is. You can report anonymously if needed.
3) If you’re a professional/volunteer working with children (schools, clubs, services)
Call CADS (Children’s Advice and Duty Service): 0344 800 8021 (Mon–Fri, daytime). CADS gives advice, takes referrals and routes to the right team. CADS does not accept written referrals—phone first.
Out-of-hours: call 0344 800 8020 (Emergency Duty Team).
Have ready: your details/role, child’s details, address/location, your concern (facts, times/dates), immediate risks, and what you’ve done so far (e.g., spoken to a DSL/manager).
4) If your concern is about an adult who works with children (staff/volunteer, any setting)
Contact the Local Authority Designated Officer (LADO) within one working day of becoming aware.

6) Not sure if it meets the threshold?
Call for advice: public on 0344 800 8020, professionals on 0344 800 8021—you can discuss hypotheticals without naming the child at first if necessary.
7) What to write down (right away)

Dates/times and who was present

Injuries/behaviours noticed

The child’s words verbatim if there was a disclosure

Keep notes secure and share them with CADS or the police when asked
8) After you’ve reported
You may be asked for more details or to complete follow-up actions. If you’re a professional, keep your DSL/manager informed and record the CADS advice and any reference numbers given. (Out-of-hours calls via 0344 800 8020 reach the Emergency Duty Team.)
